## Abstract

This analysis of New York State’s new Paid Family Leave (PFL) system utilizes an ABA method because data on current NewYork PFL outcomes are not yet ready for direct analysis. The NY PFL system map is made up of structural predictions based on a modelof the data available from California’s PFL system. Data used for the creation of the three comparative systems (CA PFL, NY PFL, Mothers’ Ideal PFL), is a combination of relevant literature, and qualitative survey responses from a survey of New York State birth mothers. The goal of this analysis was the creation of a recommendation rubric andset of recommendations that improve mothers’ labor market outcomes, through building comprehension of the differences between the short and long term outcomes of PFL in CA. Results indicate that without applying additional recommendations, the NY PFL system may follow a similar short and long term outcome trajectory to those seen in the CA PFL system.
